I asked the primary school near our appartment if my kid can enter the school directly.They asked whether my kid can speake French, if not she should go welcoming school firstly.Does anybody know where to contact the welcoming school? And does a 4-year older girl need to go welcoming school at first?

The authority will assign the welcoming school for your child. The place of welcoming school may not be near your location.

The starting age of welcoming school is over 5 years old.
