all the friends I know were not required fingerprint from RCMP (and they got their immigration visa). from their caips notes, you can see a name check was taken in stead of fingerprint check.

我从指纹处得到的解释,是只要给在加拿大住够6个月以上,想移民必须有加拿大的无犯罪证明,而无犯罪证明移民局只认皇家骑警的指纹检查,不接受名字和照片检查.所以只要你是在加申请,且住满6个月以上,指纹检查是必须的.这是指纹检查处的解释.至于有没有例外我就不知道了,问了好几个哥们,情况无一例外,都要求做指纹检查,天知道移民局还要做什么,只能等了!

all applied from Canada. you can search this forum and see a lot of such cases. from later last year, a lot of applications in Buffalo were not required finger print. seems CIC also think it takes too much time. (exceptions exist which you can also see from this forum)
to use name check or finger print check is not decided by you but by the CIC officer. if they think finger print check is necessary, a letter will be sent to you askin for it. otherwise, they will send a name check inquiry through internal channel to RCMP.

我不知道您的朋友都是在哪里申请的,我的朋友中在加拿大申请的,住够6个月以上的,都要求做指纹检查,而在中国申请的都不需要.这是我所有朋友的情况.移民局明确说明不接受RCMP用名字检查的无犯罪,只接受RCMP基于指纹检查的.我不知道您的名字检查可以代替是从哪得到的消息.
