在concordia的网站上看到关于成绩单写着
a notice on the envelope stating that it contains official transcripts, and with a signature/signature stamp/explanatory label placed across the seal of the envelope. If you enclose such an envelope, unopened, in your admission application, we will consider the transcript official.
请问什么是explanatory label？封口处要谁来签名啊？
