did you have sensitive background before? for example, worked/studied in millitary related institution,  majored in a sensitive area. if the answer is yes, highly possible you are under background checking now.

as far as i know, most of the applicants who have been through background checking have received response like this, but not vice versa.
btw, google it and you will find many useful information. but anyway, take it easy and wait patiently.
