直接登陆魁省的联邦新移民必须在魁省居住满三个月并且在这三个月期间不能是full-time学生，才可能以魁省resident身份申请到L&B。在网络上问了一圈，咨询了085的adviceer,电话了魁省的AFE咨询中心（电话18776433750,418-6433750）,终于得到了上述答案。现在我只有先成为part-time学生，等成为魁省居民后再申请L&B。

1。这个信息不对：三个月之内不能是fulltime学生.以自己亲身?验告诉你，不用。不是你没听懂那个人说的，就是他不懂
2。虽然你必须等3个月以后才能申请，但不意味着你失去了9，10月份的L/B,而是批下来以后一起发给你，他们是按年度/学期审批的，不是按月份

你不用推迟，不用parttime.

我也是新来蒙城的，最近也比较关心L&B的问题。想和大家说两句。

明月贴的以下的这个没错，但是第二条You are a Québec resident or are deemed a Québec resident at the time of your application. 并不是居住在这里就是Quebec resident. 我在http://registrar.concordia.ca/cqf/queres.htm 上看到一份文件Provincial Residency Guidelines，里面有十几种可以被承认为Quebec Resident的情况。符合其中一种就可以。 但是全球通的情况这里面没有一模一样的，需要变通。
我认为他应该可以在住满三个月就申请（不应该需要part time)，因为里面的情况八他也可以说是符合的。没在别的城市登陆过也属于没在别的城市住满三个月啊。 要找到文档为自己据理力争。
