If you have civil -related background, and you are young enough, I believe undergraduate study is much better than Master.
Most of our Chinese friends prefer to study for Master degree. This sounds good but really not very useful (may be useful if you like go back China)
Why? the purpose of this study (engineering undergraduate) is that you could gain the qualification of engineers. When you complete your study, you should be able to write the technical report, some knowledge of the law, theory and experienc to organize a project etc. All these are very important to become a professional engineer. Most of our Chinese engineer are very good at designing a piece of work, but , may be not familiar with these complicated Canadian standards!
Furthermore, Englihs is definitely important.
