Yesterday I got an email saying that I was accepted(course option), and will get a formal letter from the graduate office within 4 weeks. But in the email, they didn't say that I should take the English test, will they request for the English test in the formal offer?

I am a newcomer on this forum. As you and other friends here,
I applied the ECE master program for Jan. entry. Three weeks ago, I recieved the department graduate program's letter. In it I was informed that I was recommending to the School of Graduate studies for M.Asc program and let me confirm whether I would like to accept the offer. In the letter, I was also informed that it need dean of graduate studies school's approval before the final admission.
Have you received such letter before getting your final offer? And how long have you waited between this letter and final offer?
If other friends have same experience, please share with me.
