没有lease，能办手续吗？

我们是新来的联邦移民！

我们的房东因为年底报税不能给我们提供lease，但是可以提供居住证明！我有以下几个问题：

1、居住证明能否办理各种手续？
2、居住证明能否用来申请COFI课程？
3、联邦移民是不是要等三个月以后才能办理各种手续啊？还是到了哪里就可以办理了呢？

Hi, I am a newcomer facing the familiar situation with you. However, I have done something.

To apply for SIN, lease is not necessary;
To apply for Medical Card, I used "solemn affirmation"(since I live with my friend, he could not provide lease to me, so he made a solemn affirmation in an organization named "solemn affirmation") instead of lease.
To apply for maple card, lease is not necessary.
