申请医疗卡申请表时会问你登陆地点在哪里,
如果是直接登陆在魁省,他会问你有没有CSQ,
回答没有的话他就说不行.我回答说是在温哥
华办的入境手续,他就说可以,但还问了日期,
航班等情况,不知有否去查.电话停了一会儿
才回答说可以给我寄表格.

be careful!
when my wife landed in Montreal from France, I have lived in Montreal 3 monthes, we are Fed. Imm., in the begining, my wife was refused to pass the custom, fortunately, we sent Email to a Quebec department to ask if my wife can land in Montreal, we got the "yes" reply, and my wife showed the letter to the officer, and finaaly, my wife passed, so be careful!

later, i will search the quebec department name and address and will post here. hope it will be useful.
