Look at the back of the lease. Most important issues regarding house renting are there. I don't remember exactly. But the landlord has the right and obligation to assure the apartment are suitable for living. So if it's a small apartment and too many people are sharing it, the landlord can refuse it. Otherwise the landlord has no right to refuse it if not otherwise specified on the lease.
