请教大家，我们蒙城的医疗卡为什么不是立即生效呢？

朋友对我说卡城、爱城的医疗卡都是立即生效的，而且爱城的医疗卡去申请时就可以拿到了，为什么我们蒙城的医疗卡不是这样呢？

初次登陆申请医疗卡到底多长时间可以拿到？什么时候生效（不用自己支付医疗款项）？

in three months, because you are not Quebec immigrant, otherwise it would be activated immediately.
