我觉得应该是从周一到周四,如果是周一和周四的话,应当是用逗号隔开或者用"&".用横线的话对我来说绝对不会理解成是周一和周四.

I believe you are right, because I see people (a lot) parking on tuesday.
what i don't understand is i've seen the word "et" used on some signs, why do they use a dash instead of the word "et" here?

using the word "et" would be clear and confusion free.
