your case may be different, if you are new customer, you have to pay the 35$ activation fee. My contract is renewal, and Bell gave me 35$ CR to cover the activation fee as agreement. Anyway, go to www.bell.ca and register web-access, you could see the e-bill and the bandwidth usage.
