In my opinioun, you do nothing, but keep quiet.
Why?
1. In Quebec, landlord can claim his/her talents within two years. After that, they cannot. Based on your description, your landlord seems to take this advantage to fraud you. He might think you had loosen your receipt because very very few people can keep this kind of receipt for two years.
2. If you do not reply, there are two choices for your previous landlord to choose: claim at rental board or keep queit. If he choose to claim, he might think that in case you still keep the receipt, he will lose more money and at the same time, he will have hard time in front of the judge if you show the receipt.
Therefore, in my opinion, you keep quiet, do not reply. He will not know your real situation. He will not claim you. In case he claim, the worst thing for you is to pay $63 more except the rent plus interest.
