Just newly come to Montreal,want to know:

1) in writing the address for Province, why some write QC, some write PQ, what is the difference?

2) for some Canada sweepstakes/contests, it specifically says the contest is open to all Canadian residents (except Quebec). See one of the examples in Huggies (www.huggies.com) "Win a Year's Supply of Huggies® diapers and Huggies® Baby Wipes!  Is there a special law?  

Also, there is age limit for Quebec people to join certain contest but other provinces have no such requirement?

Is there a law website referring to this that I can look at it?

3) when did the Human Resource Department stop issuing SIN card for temporary resident permit holder?  I applied (because website said it is OK), come in person to human resource centre and the staff accepted my application.  Later, I received a call from the central administration saying it is not OK.  Since I need the SIN card for applying child tax benefit, I need to go again the human resource centre to get a rejection letter certifying that I have failed to apply.  When I told the staff the above story, he simply did not know that but for my purpose gave me the rejection letter.
