因为“太阳卡”是享受魁省“医疗保险”的具体体现。所以，符合享受医疗保险条件的人士都可以申请“太阳卡”。

外籍人士需要有移民局发给的准许居住文件，外国留学生或培训人员须得到教育部的奖学金，出具教育部文件才可办理。具有三个月以上工作签证的外国人也可办理临时“太阳卡”。一般留学生、旅行、访问及探亲的人士均不能办理。加拿大其他省份前来魁省读书的人因已有本省的医疗卡，故也不能申请“太阳卡”。（外省来魁省的学生注意，如果你只是来魁省学习，学完之后再返回原省，不论学习多久，则不可以申领魁省的医疗卡，在这里读书期间看病后到原所在省报销；如果学习完之后，想住在魁省，那么三个月后可以申领“太阳卡”）


首次申请“太阳卡”应提供“移民纸”和护照、社会保险卡、居住证明、结婚证明、照片（照片要求为六个月以内的彩色照片，并且背面有照相馆注明的拍照日期）。“太阳卡”由表示持卡人姓名、性别、出生日期的数字和字母组成，还有管理编码，有效期，持卡人照片、签字。14岁以下或者75岁以上的人士不需要照片和签名。

未获得永久居民身份的人士须提供工作签证或学生签证办理临时的“太阳卡”。

从2000年5月份魁省政府修改了对来魁省新移民发放医疗卡时间的政策，使之与加拿大其他省份一致。即新移民来魁省后需要三个月后才能取得“太阳卡”。在取得“太阳卡”之前，为防不测，可以购买医疗保险。

I just called SAAQ today asking about how to change driver's license and car plate from Ontario to Quebec. Here is the information I got:

Change car plate:

1. Do a safety check first. Around $60.

2. Bring the safety check certificate from Quebec;
Bring registration form from Ontario(show your car's ownership);Bring your Ontario's driver's license;Bring another ID, such as passport. Bring $220 to buy the plate.


Change driver's license:

1.Bring your Ontario driver's license; Bring your passport;Bring your landing paper;Bring some letters your got every month at your new place, such as letters from banks. This is to prove that you are living here.
