Yes, you must change unless you will sell it soon.
First check the user manual and see when need change, (100kkm or 120kkm or what ever).
Make sure you have the belt, some models(mainly V6 engines are using timing chain, which don't need change).
It synchronize the ignition firing order. Quite important parts.

but if regularly drive in under -29c, it should be replaced at 100kkm.I'm not sure if I should follow the special condition in montreal.

I would like to suggest you to change. I guess you are driving an used car, which you don't have credible information about its true mileage; who knows how many km it ran. So, if you want to keep it for 3 years, better to change it.

The price is parts+labor or parts only? Sounds expensive. Do you call the street parts store about the belt?(Two belts maybe for Honda). Usually you don't need change the water pump. But if the pump is very cheap, you can considering change. Because changing pump is much easier when take off those belt.
Maybe you should find cheap belts and bring to garage for changing.

If $260+tax is the price for belts and pump and labor, it will be a very good deal. If only include belts and labor, it is so so, but still not that bad.
I guess $69 is for tensionor of the belt, you can reuse it in order to save money.
