read carefully the offer both sides signed and see if there is any clause regarding this situation. There must be something like the sale is conditionned to the approval of a mortgage. Also, if the bank doesn't approve the price and for that matter, won't loan you the money to buy the house, the owner has to deal with it and sale his house to someone more eligible. You are not responsible for what the bank has decided nor do you have control on their decision. therefore, don't even bother asking for a reduction of the price because you simply can't and won't buy the house.
