no carseat is required when discharged from hospital if you only a taxi. My experience 5 days ago. The law has changed recently. so no worries. you are free to go.
The law has never changed. taxi is an exception. I called the police. if you don't know how to use carseat. go to the police station and they will help you with no charge.

Hehe maybe I am wrong. That was what the nurse at the hospital told me anyway. Maybe they are not clear about the requirement.
