I believe it will be the only way to improve.
I have had similar experience with Bell: got overcharged every month for three or four months consecutively. Though each time I called and got money back but imagine how much time wasted on it!
For Internet, there are a lot of choices: ******** (make a search and you will find it).
For home phone, freephoneline is not bad. I am using the soft phone and quality is quite good. check http://www.freephoneline.ca/ (make your own research, there are plenty of other service providers).
NEVER EVER use Bell again.

i ended the bell internet by costing extra 100$, but i'd rather losting money not to use that any more, never ever!
