It doesn't matter where you are at or if you are Canadian or not,or whatsoever, as long as you can contact the Embassy.

Another thing I am sure of is that even if your parents have only single entry for Canada, they can still go to the States and come back into Canada.

for real? single entry means one can enter Canada only once, no? anyone have tried and succeeded? Or is there any government office we can call and ask to confirm this? It would be great if this is possible.

ah thanks! Your parents applied for the US visa when they were in Montreal or they have to have one from China?

My parents applied here in montreal,Its better apply in China and much easier as well.
