[移民] 留学生登录问题

外甥拿到了留学签证，准备买机票了。有一个问题想问问：

他录取的学校是在安省的waterloo。去学校之前想来魁省我们这里住一段时间，然后去waterloo。不知道在多伦多登陆的时候会不会被要求拿出CAQ？给海关和魁省CAQ机构打电话，他们都说找移民局。但给移民局打电话，永远都是占线。

哪位有过经历，麻烦说说。谢谢了！

自问自答吧：给移民局的电话终于打通了。得到的答复是不需要CAQ。但入关的时候要告诉移民官先去魁省看亲戚，然后去waterloo上学就行了。

CAQ is not required.
After entering custom, he should go to immigration office to get his Study Permit using a original document already got in China.
As long as he has Study permit, his status is legal. Of course, he can go travelling for anywhere inside Canada.
