我以前的房东说收到两封从政府来得信，但由于她没有我现在的联系方式，所以将信退回。但当我去税务局问时，他们说我是2003年10月才登陆的，所以不会有退税，请问是否是这样？
曾有人告诉我，他2003年第一次刚登陆时报了2002年在中国的收入，竟然有退税，请问这又是怎么回事？

you should have , as long as you file the tax return of 2003 before April 30,2004.

thank for your answer. but i had done it before April 30. the officer told me the government just want to know my income situation. and the answer like up. who can tell me what is the real reason.
