住在南岸brossard的居民在哪里领Recycle的大桶

请问那个蓝色的大垃圾桶要去哪里领，需要什么手续吗？我是刚搬到P区的，本来想去买一个，可是看到周围邻居用的好像都是发的，上面都是印了brossard标记的。所以想请知道的朋友指点一下具体操作方式，多谢。

Recycling bins may be obtained from the service counter at the Recreation, Culture and Community Life Department, 2001 Rome Boulevard. They are free for new residents, but there is a cost of $8 to obtain a replacement or additional bin.
