Help! about quebec resident

I just went to 800 today. I was interviewed by a woman who looks like a Chinese. I thought that I was lucky at first.
But at the end, she told me my friend's lease and landlord's letter doesn't work. She said that I won't be treated as Quebec resident. And if I apply for University, I should pay as resident of other provinces. And if I apply for cofi, I should bring with my own lease. Till now, I had landed Canada for more than 3 months. If they don't accept my friend's lease, though I came Montreal in 3 months after I landed Canada, I have to pay more and can't get loan and bursary. It is unfair.
I told that it is different from what I had heard, but she said:" It is your problem, not me." So who can give me any advice? or if you know anything about the policy of quebec resident by chance, could you mind to tell me? I will argue with her if I have evidence about the policy. Thanks all in advance.

你自己申请读Cofi,为什么不带自己的Lease而带朋友的Lease呢?当然不被接收。

我一时没找到合适的住处,就暂时住朋友家.但我看了concordia附的一份attestation of residency in quebec,说房东证明信或者lease都可以. |
