我是持work permit 来Montreal工作的，现在想申请移民，是不是要填 Application for Permanent Residence Temporary Resident Permit Holder （http://www.cic.gc.ca/english/applications/permit.html），但是上面写着Applicants must have lived continuously in Canada as permit holders for a minimum of three to five years (depending on the reason the applicant is inadmissible to Canada under the Act) before they are eligible to apply for permanent residence.
有点不明白，请有过经验的人帮助一下。
