The Public Prescription Drug Insurance Plan
if you or your hubby don't have private plans, often available through employment; you have to join in the public plan, administered by the Régie de l'assurance maladie du Québec.
after you registered in the public plan, you will get refund for the Vit D for your kid.
note it's compulsary which means you cannot choose not to join it. you have to pay for it in quebec tax return. if you are low income family, you have to pay little or none.

公共药品保险计划。打电话开通即可。18岁以下孩子的处方药计划覆盖范围内都是免费的。报税时会评估你需交纳多钱，低收入免费或只收取少许。打电话时只需说出你的名字及你的太阳卡号码，工作人员会自动给你的孩子开通。第二天就生效，此前三个月之内为孩子买药所花的钱可以去当时买药的地方凭收据退款。
