SAAQ网站上说是办驾照必须先预约，而且只给政府目前允许营业的priority sectors生意的司机。

To avoid unnecessary travel, the SAAQ is providing vehicle registration and driver licensing services by appointment only, and only to drivers who work in the priority sectors identified by the Québec government. This measure also applies to road vehicle inspection services. For more information, refer to the Available Services section of the “COVID-19: Frequently Asked Questions” page.
