That's impossible, Which ISP you're using now? I just told my friends which are using Videotron Extream high speed or High speed cable, they all got the speed around 100~300KB/s. Cause the seeds of this movie are quite a lot these days!

mine is: videotron high cable, now i have got about 9% of that, and i need only 12 hours to complete it, and my speed is higher than before:

Don't forget to close all the firewall you have especially the default firewall of Windows XP, this is the first thing you should do before you download any files by BT!

I am using Bell High Speed Internet. Why the downlord rate is about 15kb/s, but upload is 30kb/s.
