consulates in a nation that has not lately shown itself to be incompetent
( }# {) u+ u: ]- Min the area of crowd control. The cause? A history textbook accepted for
; b2 k" {) i1 y; P$ uuse by only 18 of the 11,102 junior high schools in Japan.

There are real feelings and issues involved in this dispute, even if the
Chinese manifestations are less than entirely spontaneous.

The Chinese people truly have not forgotten the Japanese occupations of
the 1930s and 1940s - incursions accompanied by high casualty totals and
widespread brutality.

$ J, a( E6 R( R8 a, _. E3 \The textbook at issue whitewashes these episodes and revives the old
explanation of Japan's aggressive behaviour as a response to Western
5 c9 N7 f2 Q6 B$ b9 ~3 Pcolonialism and a consequence of the country's lack of natural resources.
/ M0 z% M3 n% m5 nIt is viewed with embarrassment by most Japanese, and has been repudiated
by the leading teachers' union.

3 R; X6 s; A1 m2 o, ^8 gThe real reason violence has been tolerated by the Chinese authorities is
0 H" ?5 o' w  \* MJapan's campaign to acquire a permanent seat on the United Nations
* Z/ h3 P5 Y1 S0 hSecurity Council, a change China fiercely opposes. Its stated reasons have
to do with Japan's reluctance to own up to its warlike past.

8 |6 |, n- o3 u0 U- ^" jChina, among the most repressive societies in the world, is in no position
to criticize its neighbour. When we hear Communist Party officials
. I* m4 T, R5 g, t# N9 t6 ^% }: nrepudiate the forced collectivizations of the 1970s and admit their
$ ~+ d5 D2 s: w  R/ I; {responsibility for the Tiananmen Square Massacre of 1989, we shall start
taking more interest in their views on Japan.

Until then, the productive way to express opposition to Japan's joining
" K: f) J) A  Dthe Security Council is through logic and diplomacy. If there are good
6 C1 L6 j  r! N0 e+ p* Yreasons, let them stand the test of debate. Protests such as these are not
reasonable.
