Talk about a phony war. Thousands of Chinese protesters trash Japanese
8 Y; ]" c2 O# Rconsulates in a nation that has not lately shown itself to be incompetent
& e! u, A2 M8 X6 w! h) din the area of crowd control. The cause? A history textbook accepted for * J% v* {( q( H1 U
use by only 18 of the 11,102 junior high schools in Japan.; o( g' T8 R+ I \
: o1 R' u+ L4 D$ N/ d) Z2 IThere are real feelings and issues involved in this dispute, even if the
3 a9 c! c3 P. k, eChinese manifestations are less than entirely spontaneous.

The Chinese people truly have not forgotten the Japanese occupations of
$ ?* w6 D1 y+ q1 Z3 `* ~$ ]: \. ?$ rthe 1930s and 1940s - incursions accompanied by high casualty totals and , u9 t+ l$ S/ m9 h
widespread brutality.( V: {1 H d7 f

The textbook at issue whitewashes these episodes and revives the old 1 B5 d# ^& [2 b# J
explanation of Japan's aggressive behaviour as a response to Western 2 r2 V3 d! `+ d4 R5 E4 _
colonialism and a consequence of the country's lack of natural resources. # x4 k9 O" G+ Y2 ]9 ^" f, b% Y
It is viewed with embarrassment by most Japanese, and has been repudiated
: a6 _7 @( e$ f# a) vby the leading teachers' union.

" S- R* X& S; E+ D. r: u0 oThe real reason violence has been tolerated by the Chinese authorities is 5 ?* W; a* C7 ~8 [9 ?
Japan's campaign to acquire a permanent seat on the United Nations * h. t7 g- Z- S/ {8 W
Security Council, a change China fiercely opposes. Its stated reasons have
: U6 F3 ?' H* z9 A/ N0 {' \$ Sto do with Japan's reluctance to own up to its warlike past.4 _/ O3 z" g; [2 h+ B. ?1 g- g" A
# N9 S- G6 K" J9 H$ N" ?China, among the most repressive societies in the world, is in no position 1 R" w, _ @2 e7 R
to criticize its neighbour. When we hear Communist Party officials " f$ N4 y, L. p( Z! G) B! V
repudiate the forced collectivizations of the 1970s and admit their
9 o# ]3 d) y" y) qresponsibility for the Tiananmen Square Massacre of 1989, we shall start . T) L- ~# z2 Q. V1 S5 l
taking more interest in their views on Japan.1 `2 M7 `8 | S3 v8 o$ X6 d+ {
2 }$ ]& N6 E6 v5 c. @+ P- xUntil then, the productive way to express opposition to Japan's joining
3 @, D+ x) z V4 O& J# _the Security Council is through logic and diplomacy. If there are good 8 L5 Z1 `% _# N! } P6 T
reasons, let them stand the test of debate. Protests such as these are not
) Q1 P% H9 F1 Y& f r7 Jreasonable.5 W+ L* K* [$ S9 L# ~9 o4 E$ R
