想咨询一下有经验的兄弟姐妹：1.爸爸是加拿大永居，已在加拿大工作了四个月（FULL TIME),孩子在国内马上出生，父亲是否有资格申请父母金，因为孩子还没办好团聚身份，2.老公在给老婆做团聚移民担保的期间，是否可以申请父母金，申请后对团聚移民时候有影响？谢谢大家了

不知道怎么回事，就是进不去。但是我觉得应该是不能拿的，这个和牛奶金，失业金的概念应该是一样的，本人和小孩有一个不在加拿大就不能拿。周一打个电话确认一下吧。1 888 610-7727

To be eligible for the Québec Parental Insurance Plan (QPIP), you must fulfil the following conditions:
               

•         Be the parent of a child born or adopted on or after January 1, 2006
  
• Be a resident of Québec on the start date of your benefit period
  
• Have stopped working or seen a reduction of at least 40% in your usual employment income (salary)
  
•         Have at least $2,000 in insurable income (income taken into account for benefit calculation purposes) during the qualifying period, regardless of the number of hours worked.
  
•         Pay premiums under the QPIP.
