申请公民时间不够，可能性多大

本人2001年2月登陆toronto，11月回国，呆了半年，2002年5月返回toronto，呆了2个月，2002年7月返回中国，呆了8个月，2003年3月返加，直至现在，我想2005年2月申请公民，这样的话我4年内，48个月在加拿大呆了34个月，经过精确计算我发现我离要求的居住限制缺了64天，这样的情况申请公民，胜算多大，能不能有机会见到judge，陈述我的情况

Do not waste your money, I remember the application fee is 200$ for adult and non-refund.
