in the area of crowd control. The cause? A history textbook accepted for & x/ `8 R. X: G/ e; z: y5 G
use by only 18 of the 11,102 junior high schools in Japan.

( p+ ~, S, M. _0 N4 IThere are real feelings and issues involved in this dispute, even if the ( b1 o7 R7 x7 B. _/ }2 @. f
Chinese manifestations are less than entirely spontaneous.
! T+ M7 N$ f, I4 l
7 q% q. M0 r3 U, A. q4 G. PThe Chinese people truly have not forgotten the Japanese occupations of & B/ ^/ L7 u9 W) x! X
the 1930s and 1940s - incursions accompanied by high casualty totals and
/ e* T1 |/ }1 \widespread brutality.8 B, R  t* O5 h" e4 }3 v

* U( V6 n- B, x. a$ [2 qThe textbook at issue whitewashes these episodes and revives the old 6 q4 `  y' j+ ~: l# A( G
explanation of Japan's aggressive behaviour as a response to Western
1 k) n* T" P) D1 Vcolonialism and a consequence of the country's lack of natural resources. " {/ }9 p1 Z, T( R5 l
It is viewed with embarrassment by most Japanese, and has been repudiated 6 l8 y1 o7 L1 c2 k+ a! X9 _0 C
by the leading teachers' union.

The real reason violence has been tolerated by the Chinese authorities is ( v9 z& p$ h  x! `( |
Japan's campaign to acquire a permanent seat on the United Nations * B. O7 i  E4 L6 a2 k! b. Y. k
Security Council, a change China fiercely opposes. Its stated reasons have . F0 Z+ J9 Q9 v: q; K( B6 J/ ?2 M
to do with Japan's reluctance to own up to its warlike past.7 M9 g0 w* N9 c( l' G  @) s

3 C$ T; D( e9 w# \3 n) A* u& ]China, among the most repressive societies in the world, is in no position * V) g9 |2 {3 m- g
to criticize its neighbour. When we hear Communist Party officials ' v* l0 f: z4 m3 X+ A- W  S
repudiate the forced collectivizations of the 1970s and admit their
8 D1 m  O- n/ L( cresponsibility for the Tiananmen Square Massacre of 1989, we shall start   s4 `/ z, C* `: Q: K
taking more interest in their views on Japan.+ j$ x) p& A  ]4 `% w7 ?) P- M1 n

Until then, the productive way to express opposition to Japan's joining 7 T1 j  @" Y8 D9 y* f9 a# z
the Security Council is through logic and diplomacy. If there are good / x2 {' N* k! t7 V
reasons, let them stand the test of debate. Protests such as these are not 2 ^$ W& m" v. F# b' @+ T" O6 v
reasonable.0 E  b* P. C: a1 Z, W4 \. ^' o: K
