use by only 18 of the 11,102 junior high schools in Japan.

Chinese manifestations are less than entirely spontaneous.

the 1930s and 1940s - incursions accompanied by high casualty totals and

* U( V6 n- B, x. a$ [2 qThe textbook at issue whitewashes these episodes and revives the old 6 q4 ` y' j+ ~: l# A( G
explanation of Japan's aggressive behaviour as a response to Western

It is viewed with embarrassment by most Japanese, and has been repudiated 6 l8 y1 o7 L1 c2 k+ a! X9 _0 C
by the leading teachers' union.

The real reason violence has been tolerated by the Chinese authorities is ( v9 z& p$ h x! `( |

Security Council, a change China fiercely opposes. Its stated reasons have . F0 Z+ J9 Q9 v: q; K( B6 J/ ?2 M

to criticize its neighbour. When we hear Communist Party officials ' v* l0 f: z4 m3 X+ A- W S
repudiate the forced collectivizations of the 1970s and admit their

taking more interest in their views on Japan.+ j$ x) p& A ]4 `% w7 ?) P- M1 n

Until then, the productive way to express opposition to Japan's joining 7 T1 j @" Y8 D9 y* f9 a# z
the Security Council is through logic and diplomacy. If there are good / x2 {' N* k! t7 V
reasons, let them stand the test of debate. Protests such as these are not 2 ^$ W& m" v. F# b' @+ T" O6 v
