I asked someone from Hot Balloon Festival yesterday. It seems that you guys can only gather outside of the site. There is only one entrance there. When you drive to the entrance you have to pay both parking and entrance fee at once. After that you need to follow the guide to the parking lot from No.1 to No. 7. They do not allow you only pay the parking and then walk out to the entrance and waiting for the others. There is no way to park near outside the entrance also. So it is better you guys meet somewhere before and drive together to there.
