For sure you can apply for graduation before you finish all the courses. And the university will give you a letter later state that you can graduate upon successfully finish ..... course(s) and meet all the requirements for graduation.
But note there is a dead line to apply for it, for example, the dead line for Concordia's spring convocation is Jan. 06 (?), you can get exact information from university's website. If you miss this dead line, you can only apply for winter convocation.

I will have finished my courses by the end of this April, so I have not applied for graduation at this moment. Does it mean I have to wait until I finished all my courses and ask my parents to apply in May? It is sort of late, since the ceremony is in June.
