I tried, my sister can come but not for her son.

You need a reason though.

Well, my father was sick and hospitalized, this one is a good reason. It was pretty easy job to do.

In your case, you can say your parent miss your sister and have difficulity to return to china, it might be a good reason.

Very important, use french everywhere to apply.;)
