Welfare is government financial support program for those who are unable to claim unemployment benefit, no other income, no assets, temporary or permanent life disabilities unable to work.

Of course it will infect if you want to sponsor your parents into Canada. But in Quebec, you may still able to sponsor your spouse immigrate to Quebec.
