  如果是扫雪车的保险公司，怎么会没有对方车的信息

not sure if it can help, just some suggestions:

1. go to CA (club automobile), perhaps they have the experience and the solution

2. if sb. has called the police at place, there should be the document about the information in police station.

3. go to Ville de Montréal, since they hire the snow remove driver, they should register the information too.
