Commissioner of the Oaths

Hi,
Some stuff was stolen in my checked baggage when flying with Air Canada. More than one month after I sent a letter to Air Canada to claim the loss, I got a letter from Air Canada asking me to sign the clain in front of a Commissioner of the Oaths.
Can anyone tell me where I can find this person?

city hall 里面有免费的，我在st-laurent的city hall办的，前提是你住在这个区
