My personal opinion, if you want to stay at Canada, ECE is the better choice but if your English is good and wanna back to china in future, master of project management is optimum choice instead.
btw, do you know some details about this program in uqam. Does it teach in English or French and in which department the program was enclosed?

Sorry, I don't know the PMP in UQAM, but it's teached in English in UQAH. You can check it in its website www.uquebec.ca. Thanks.
