In my opinion, the reason for my background check is because I didn't submit a new non-criminal proof. Instead, I gave CIC the one that I obtained when I first got in 2004 for the student visa. There are only two issues for federal government to consider: health and security. So don't follow my example.
Another fact is that in early March 2007, I submitted a statement to the CIC office in Buffalo saying that I've never left Canada since I entered in 2004 because I realized that I didn't mention it when I first submitted my application to them. I'm not sure if it helps expediate the evaluation process but in my opinion, it's useful.
As indicated in one of the emails I received from CIC, each case is unique. If you think that CIC is conducting a background check on you, I suggest you to look at the application that you submitted to CIC and try to find out the point(s) that is(are) not clear to CIC. Write a statement to them and clarify the fact.
