Who has C-STAR (or any other chinese editor using both simple/traditional  chinese)for Windows Me?

It is highly appreciated if you could tell me where to find it, so I could talk to you in Chinese later.

不太清楚WINDOWS ME的内核和为什么它会在中国流行的原因，现在大多数软件还是支持win98/NT，是不是“微软的WindowsME（千禧版）是基于Windows98的核心，其中的很多选项都和Windows9x系统一样”？？如果是这样就好办了。
