Where to ride bicycle? Walkside or road

Special question:
I ride my bicycle last week in the road along
with the cars. I feel it is too dangerous
sometime.

And when i ride on the walkside, a
walker stopped me and said bicycle is not
allowed in the walkside.

which way is allowed to ride if there is no lane
for bicycle? Thanks

BTW: if somebody does not wear helmet, will he/she
be fined?
