涨房租被我拒了，房东告我

上个月房东给我涨房租的通知，我书面回复拒绝了。昨天房东给我
一个复印件，是一张要求Regie Du Logement出面Modify the rent
at the laws的申请单，我得等聆听了吧。

想请问各位大侠：
1. 是否涨房租不能多于3%?
2. 即使房东要求的涨副在合理的范围内，我在出庭聆听时，是否可以
以房东的服务不够（比如曾经有冬天断了暖气，花了4天才修好，
屋顶因楼上的人忘关龙头，穿了两个大洞，跟房东说了，拖了3个
月了，到现在还没给我修）等理由拒绝涨，或要求涨少点。

请有在Regie Du Logement出庭经验的大侠给我点建议。多谢！

Don't worry about it.
You should have some evidence in hand when you attend Rent Court. Such as photos, witness and so on. In worst, you will take what the landlord requires. So you don't worry about. You should trust the judge is fair.
By the way, you could visit the websit of Rent Board to learn some regulations to defense yourself.

Hi: my husband has been in real estate business for 20 years, I told him about ur story. He gave me some advice in your case:

No need to worry about Regie, Just tell them the reason why you dont want to pay extra rent. i.e. the service was not so good etc.

For your landlord, its very troublesome to bring you to the Regie, cause he has to show all his papers about how much he bought the building,the cost of every month etc.
