Yes, the landlord has to follow Rental Board Annual Increasing Report unless there is a proof of some repairs and renovation expenses. In your case, I think you should not too worry since seemly it's not reasonable to increasing 200%. Yes, if you loss, then you have to pay back the difference plus the interests and the court costs too.

我住DOWNTOWN的APARTMENT BULIDING,房东涨房租被我拒了。协商未果准备去RENTAL BOARD,想问一下涨房租是不是不能超过租屋委员会每年制定的标准?(房东要涨的是标准的200%)?还有打输了就按房东要求的涨,还要交诉讼费吗?
