  FROM Victoria Times Colonist: BC省增加4000个职位： The non-combat package will create an average of about 4,000 jobs  annually over the eight years. Ships will be built in Vancouver and then  come to Victoria for sea trials and finishing work. About 15 to 20 per  cent of the work will be dedicated to Victoria.
