if you are sure you can get in as an int'l student, then go ahead and apply now. Once you become a landed immigrant, go to the registration office and tell them the change in your status. The QC tuition fee will apply after.
Keep in mind that some schools or programs are more competitive for int'l students. It would probly be easier to apply as a QC resident.
