Talk about a phony war. Thousands of Chinese protesters trash Japanese
2 J% X3 j1 c) P" A2 t; ]& |" Xconsulates in a nation that has not lately shown itself to be incompetent
/ V' [6 Z  S! zin the area of crowd control. The cause? A history textbook accepted for / Q6 p/ r  V; m  D0 `
use by only 18 of the 11,102 junior high schools in Japan.& P5 e- b. t. O! T$ s  g3 z
) }; k; w/ W# s+ i1 }8 r
There are real feelings and issues involved in this dispute, even if the
+ O1 Y7 f3 B* j  S6 C: WChinese manifestations are less than entirely spontaneous.
: c! [1 C: m4 \# }8 A6 p0 B 2 z, Z( i" E2 @) W
The Chinese people truly have not forgotten the Japanese occupations of
6 b# _# R  q7 z9 P! J  Kthe 1930s and 1940s - incursions accompanied by high casualty totals and 8 |* |1 w2 S, x* @: i( @* ^9 i
widespread brutality.

& D; g/ ^& t" \" f# ?The textbook at issue whitewashes these episodes and revives the old
, N* M- ]1 y6 q6 i7 Dexplanation of Japan's aggressive behaviour as a response to Western
0 ^) X, m) ~4 tcolonialism and a consequence of the country's lack of natural resources.
( t  V7 ?0 Y% F4 r1 ^- A6 eIt is viewed with embarrassment by most Japanese, and has been repudiated
& a6 p3 Q8 s9 J* s( I; Y. pby the leading teachers' union.. v6 N7 Z/ g% X  S  I$ p! a

4 y* A' _% j4 e# R8 k1 |% ?& fThe real reason violence has been tolerated by the Chinese authorities is
4 ?+ {. M% Q1 b5 ^Japan's campaign to acquire a permanent seat on the United Nations
' b! z5 T0 [  @' x9 }7 N5 c, wSecurity Council, a change China fiercely opposes. Its stated reasons have 2 b( D$ W( f& z+ \8 Q' Q( d5 P# R+ P
to do with Japan's reluctance to own up to its warlike past.
: `" }/ E) s5 h( l' u/ s6 E2 A & ?! g- z2 T9 u8 Z- Q. E. Y
China, among the most repressive societies in the world, is in no position
" O8 F" D5 V* B  R, J+ J$ vto criticize its neighbour. When we hear Communist Party officials % X5 Q* I0 f( s- \0 U+ Z# N
repudiate the forced collectivizations of the 1970s and admit their
7 S- F7 W8 [! D" `! r8 _/ Yresponsibility for the Tiananmen Square Massacre of 1989, we shall start : ~  |' @! q% _) }* p4 ?
taking more interest in their views on Japan.6 \4 ~8 a, p; l7 n( e+ A

Until then, the productive way to express opposition to Japan's joining # d+ m* I) t$ T# O2 w8 z
the Security Council is through logic and diplomacy. If there are good
* N  p0 C4 B3 |6 a. freasons, let them stand the test of debate. Protests such as these are not
  K. }# Y3 G( a% |reasonable.8 f! g7 ]& D) ^9 J2 n
