TrueT,我想这个通知意思是说在加拿大和墨西哥的美国领事馆不再接受加拿大和墨西哥居民以外的申请人的签证申请,所以对国际学生有影响.不知道对不对?

To TrueT: I made the interview appointment via internet and DOWNLOADED my confirmation letter immediately after I submitted all the required information! Then what I have to do is just print out the confirmation letter and present to the guard at the day i have my interview!

加墨取消第三国到美签证业务中国留学生被迫取消回国计划

麻省理工学院（MIT）外国学生办公室今日向该校各系的外国学生发出通知，加拿大和墨西哥取消第三国到美国签证业务。预计持H－1、J－1签证的一些学生的返美签证将受到影响。一些MIT的中国学生表示，准备取消今年寒假返回中国渡假的计划。

据侨报报道，MIT外国学生办公室主任阿什布鲁克在信中说，该校今日获悉驻加拿大和墨西哥的美国使领馆不再接受第三国公民入境美国的非移民签证申请。所有已经预约面谈的非移民签证申请一律取消。许多持F－1、J－1学生签证的人前往加拿大或者墨西哥申请入境美国的签证，以避免在自己国家长时间等候。目前这项业务已经不复存在。在美国国务院严格边境管理期间，这一禁令将继续有效。预计可能在12月、明年1月整个节日季节都受到影响。
美国移民律师协会最近也接到国务院签证办公室的通知，美国在加拿大和墨西哥的使领馆已全面停止受理第三国的非移民签证。

所谓的第三国签证，即除了原居住地的美国使领馆外，申请人可以到其它国家申请美国签证，对于旅居美国的中国人来说，在加拿大和墨西哥申请返回美国的签证，比在中国国内要容易得多。许多持有H－1、J－1签证的中国学生常常到加拿大申请回美签证，利用所签发的两次签证返回中国探亲，然后返回美国。即使未能获得返美签证，只要申请人离开美国时间在三十天以内，并有I－94卡，就能够再次进入美国。

到美国使馆申请签证需要提供听说要提供银行存款证明?请问银行存款怎么开?是把加元和美元的定期帐户的余额都开出来么?加元的活期帐户需要开么?

今日签证惨遭拒签!

碰到的是个白胡子老头,暖暖的空调间里居然在脖子上围了条大红围巾!

拿着我准备好的材料看了看,尤其是银行证明:
---"你的钱哪里来的?"
---(我一楞)"我从中国带来的.我毕业以后已经工作了XX年了."
---"你做什么工作?"
---"XXX"
然后看了我的贷款证明,就再也没说什么,只是拿了一张空白的纸,在上面潦草地写着什么,我也没看清楚.然后又是跟同事说笑,又是走开,不知干什么.我只好保持微笑,耐心等待.
老头最后终于回到窗口,看着他自己写的东西,发了会儿呆,终于吐出了我最不想听到的话:"I cannot issue you the visa."

我还不死心,问:"Why? could you give me the reason?"
"sure."他从旁边的一堆打印好的纸中拿了一张,在上面写着什么,一边说:"You're a student, and live on Student loan. You are not well established here in Canada. ......"
我赶快据理力争:"Yeah. And since I signed the student loan, i have to stay here till i finish my study and pay back the loan!......"
---"No. You have to get a job, and show me your social, financial tie in Canada."
---"But i cannot get a job until I graduate 2 years later. At that time, I'll already get the citizenship, why i need the visa?......"
但这时他已经不再听我说什么了,只是将写好的纸推给我.一怒之下,我也懒得再跟他说什么,转身走人!

下面是他给我的信上的原文:

Sir/Madam (旁边用笔写上了我的名字)

This office regrets to inform you that you have been found ineligible for a nonimmigrant visa under Section 214(b) of the Immigration and Nationality Act. Section 214 (b) requires all applicatants to demonstrate that they are not intending immigrants to the United States.

In your case, Section 214 (b) prohibits the issuance of a nonimmigrant visa because:

(旁边打了个叉)You have not convinced the consular officer that you have sufficiently strong family, social, or economic ties to your place of residence overseas to ensure that your projected stay in the United States will be temporary.

(旁边空白)You are a visitor in Canada and do not have sufficiently strong ties to Canada to qualify for a nonimmigrant visa to the United States. A passport and return tickets to your home country are not in themselves considered sufficient proof of your intention to leave the United States.

从字面意思看,还是个"移民倾向"的老问题!真是吃不消!

Sorry to hear that you were rejected. I met the same person as you did yesterday. But i think he is a kind person.In general, you have to show your strong finanal support in canada. With student loan you might be hard to show strong binding ties to Canada. Good luck.Anyway, thank for your information.
